Ten Homeland Security Districts have been created by the State of Indiana. These Districts will provide the basis for regional collaboration in responding to natural and man-made disasters. Each District will be organized around a regional partnership that will consist of a District Planning Oversight Committee (DPOC), a District Planning Council (DPC), and a District Task Force (DTF).

Each county will have two representatives on the DPOC. The DPOC is conprised of the president of each county board of commissioners and the mayor or board president of the largest city or town in each county. These chief-elected officals will provide oversight for activities conducted by the DPC and DTF.

The DPC is comprised of emergency management professionals, public safety officials, and other representatives from key agencies. They are appointed by their cheif-elected officals in each county. The DPC is charged with creating the plans for collaborative, regional responses to emergencies.

DTFs will consist of specialized teams of emergency personnel. They will be trained and equipped to respond to a variety of incidents. Core response capabilities of these task forces include incident management, search and rescue, mass casualty, hazardous materials and law enforcement.
