4community Collaborations
4community Collaborations are partnerships among United Ways and a broad range of community organizations. The purpose is to identify a human service need and create a collaborative plan to address it among a minimum of four partners. SDG assisted three communities in completing their plans and successfully receiving matching grants from the Indiana Association of United Ways: the United Way of Jefferson County, the United Way of Miami County, and the United Way of the Wabash Valley.

Adams County Walmart Supercenter
Economic Impact Analysis
Community leaders in Adams County, Indiana needed clear and unbiased information in order to approve public infrastructure developments for a planned mega store. SDG’s combination of research and analysis helped factions on both sides of the issue make their positions clear and allowed local agencies to make capital improvement decisions based on facts and realistic projected community impacts.

Akron Community Development
SDG worked with leaders and residents of this town of 1,000 people to determine the priority development needs. We then researched how to attract a franchise from a national restaurants chain, putting town leaders in touch with store officials from department store chains which were actively looking to locate in small towns. SDG also assisted the town in creating a realistic plan for recruiting a dentist.

City of Anderson Comprehensive Plan
Anderson, Indiana, located 45 miles northeast of Indianapolis, needed to update its comprehensive plan which had been in place since 1962. The comprehensive plan update had to address a lot of changes which Anderson has experienced over those forty years, particularly in its economic base. The team gathered extensive public input through a series of public workshops, key stakeholder interviews and a diverse steering committee to create a common vision for Anderson’s success. In addition to economic development, some important community issues that this comprehensive plan addressed were downtown revitalization, land use and community image and identity.

Ameriplex Commercial Development -
Economic Impact Anaylsis
Ameriplex is a large, multi-use development complex in Indianapolis, Indiana. Its developers needed accurate information on job creation and related economic impacts in order to move the project into later phases. The SDG analysis provided the necessary economic information, detail, and format to communicate impacts to governing agencies, local political leaders, and the press.

Basiloid Products Corp.
SDG led this 50-year-old Indiana manufacturer through SDG’s Business Transition Audit program, which enabled their management and staff to re-think the company’s vision, analyze recent changes in its industry, consider future economic trends, and articulate key issues for its work force, its front office operations, its production facility, and marketing and sales.

Bloomington Economic Development Council
Targeted Industry Report
SDG interviewed dozens of Monroe County residents involved in the local economy to help determine the most appropriate industrial sectors for the BEDC to target. SDG developed a list of potential industrial targeted sectors and, through extensive analyses and meetings with the organization, identified sectors for targeting. SDG then presented the BEDC with a list of specific company names for implementing a targeted marketing campaign.

Brown County Economic Development Strategy
The Brown County Chamber of Commerce wanted a plan to help diversify and strengthen the Brown County economy. The chamber hired SDG to do the research and analysis needed to complete the planning process. SDG facilitated an 8-month effort that included interviews, public meetings, planning retreats and in-depth research. The chamber-led effort resulted in a practical action-oriented strategy centered on micro-employer recruitment, arts & culture, and a full-service hotel and conference retreat center.

Bloomington Urban Enterprise Association (BUEA) Survey
SDG surveyed enterprise zone businesses about their employment needs and made recommendations to the BUEA. SDG coordinated a second effort that involved surveying zone residents by blanketing the entire enterprise zone through a door-to-door campaign. Nearly 1,000 Monroe County residents responded. SDG aggregated and analyzed the results and made recommendations to the BUEA Board.

Bloomington Urban Enterprise Association
Youth Enterprise System (YES) Project

SDG has substantial experience in developing curricula for training and education. SDG developed vocational education curricula for at-risk students through the YES Project which allowed students to participate in a summer business camp.

Brownfields Redevelopment – Town of Elnora
SDG, serving as the staff for the not-for-profit Southern Indiana Rural Development Project, steered town leaders through the process of redeveloping a rural brownfields site. We helped bring together elected officials, the property’s owner and economic development professionals to design a plan. We wrote a successful grant application that resulted in Elnora receiving state money to assess environmental damage on the site. The eventual sale and redevelopment of the land will create local jobs and increase the community’s tax base.

Clarksville Convention Center
Clarksville is considering the construction of a suburban convention center on the north side of the community. This will be a publicly funded operation and the community is specifically interested in impacts to local public revenues as well as economic impacts on area businesses. SDG’s analysis is contributing to a successful public / private partnership to undertake this $10,000,000 project.

Columbus/Bartholomew County Housing Needs Assessment
The City of Columbus and several area not-for-profit organizations sought a focused approach to addressing their most pressing affordable housing needs. Representatives from area organizations then formed a task force and worked with SDG to clearly identify those needs and create a detailed action plan to address them. The community now has current housing data, an inventory of all available resources, and an action plan outlining what should done, how it will be funded, who will lead the effort and when it should be completed.

Common Wage Research & Analysis – IDWD
For the Indiana Department of Workforce Development, SDG collected and analyzed thousands of construction wage surveys to determine common wage rates in all Indiana counties. These wage rates are used in state-funded construction projects.

Community Foundations – Organizational Assessments
SDG assisted ten community foundations in "taking stock" of their organizations. Board surveys, interviews and focus groups with community members, and planning retreats provided a well-rounded assessment. In addition to completing reports for the funder of the assessments, SDG provided each foundation with a report outlining next steps and providing models for continued organizational development.

Corydon Downtown Revitalization Plan
Corydon is a historic, well preserved city that faces intense retail competition from nearby Louisville. The action plan focused on preserving the town’s historic characteristics while promoting the types of shops and services that would serve local residents as well as tourists. The study also included a plan for construction of new housing downtown.

Crane Naval Base Economic Impact Analysis
Working with the Institute for Development Strategies (Indiana University – School of Public and Environmental Affairs) and the Southern Indiana Business Alliance, SDG completed a comprehensive analysis of Crane’s impact on Indiana and an eight-county region. Economic impact analyses completed by SDG detailed Crane’s impact on jobs, wages, and tax revenues for its current operations, recent downsizings, and a projected expansion. We also reported on Crane’s impact on education, community outreach, environmental leadership, and technology in the region and state.

CTI Business Plan
Crane Technology, Inc. a non-profit business development organization engaged SDG to complete an action oriented business plan that would serve the dual purposes of helping to raise funds and to launch the business activity of the group. Working with staff members, government and private sector stakeholders, and a volunteer oversight board, SDG accomplished the task in such a way that operations were able to begin even before the planning was finished. CTI has become a successful non-profit enterprise that has since replaced its founding organization.

Crawfordsville Downtown Revitalization, Strategic Master Plan
SDG and the Schneider Corp. assisted Crawfordsville community leaders in the preparation of a five-year revitalization strategy for the downtown. The strategy included project recommendations in new business development, image enhancement, information technology, and targeted marketing efforts.

Daviess County Visitor’s Bureau Tourism Project
SDG developed a strategic plan addressing tourism in Daviess County. The goal of the plan was to inventory the county’s existing tourism assets and recommend how the Visitor’s Bureau could best bring community leaders together to create and strengthen partnerships and take full advantage of the county’s tourism potential. The plan included recommendations and strategies specific to rural tourism, agri-tourism, a farmers’ market, a value-added processing facility, tours, and more.

Dearborn County Housing Needs Assessment
In 2004, SDG staff completed a Housing Needs Assessment for Dearborn County. The assessment was done in conjunction with a countywide update of Dearborn’s Comprehensive Plan. Among the action steps from their needs assessment was the formation of the Dearborn County Housing Council.

Decatur County Memorial Hospital
Faced with a loss of local philanthropic support, the hospital bolstered its case and secured public backing by using SDG’s findings to convey the value of the hospital and its services to the community.

East Central Indiana WIB
(Workforce Investment Board) Strategic Plan
SDG was selected to help this seven-county region address a variety of workforce-related issues. An extensive schedule of local focus and discussion sessions led to a system of localized strategies for individual communities and combined the forces of many organizations already at work on the problems.

Elkhart County Housing Needs Assessments
This was a project that clearly demonstrated SDG’s ability to manage multiple client groups and complex projects. This project consisted of a county-wide housing focus that also required extensive detail of two larger municipalities and several other smaller incorporated areas. As a result, all participating entities have been able to advance their objectives in providing more and better housing for low and moderate income residents as well as to address other housing related issues such as overcrowding, crime and vandalism, insufficient parking, and neighborhood redevelopment.

Elkhart Demographic Study
SDG worked with the City of Elkhart Human Relations Commission to conduct a demographic study of the City of Elkhart. The study included research and analysis of the following demographic areas: population; housing; workforce and employment; income, poverty and homelessness; and neighborhoods. SDG collaborated with the Indiana Business Research Center at Indiana University to produce high quality maps that displayed demographic data at the tract, block and neighborhood level.

Evansville Department of Metropolitan Development
Economic Impact of Vectren Headquarters

The City of Evansville was approached by this large regional utility about the possibilities of public incentives for their proposed project. SDG help quantify increases in wages, taxes, spending, and employment on which city leaders could evaluate public investment.

Evansville Housing Authority Youthbuild Feasibility Study
SDG performed research and analysis for the Housing Authority to determine the feasibility of training youths to increase the affordable housing stock in an urban area. Over a five-month period, SDG conducted strategic planning retreats and focus groups with a wide range of community leaders. The project also included data collection and analysis. The final report detailed the feasibility of creating a Youthbuild program.

Fort Wayne Economic Development Planning
In the spring and summer of 2000, SDG facilitated a planning process for the City of Fort Wayne. We worked with a steering committee and nine task forces addressing different aspects of economic development, including workforce development and education. The result was a prioritized set of action plans to create economic prosperity in the eight-county region.

City of Greendale, Indiana TIF District
This study and plan enable the City of Greendale to assess the potential impacts of development in an area with high growth potential and insufficient infrastructure. An action plan was developed based on the community’s vision of future land use and supported by a projected budget based on the construction and new location of businesses moving in to the area.

City of Greendale Annexation Plan
The annexation of a large portion of property identified as a tax increment financing district caused the City of Greendale to do an extensive study and plan for the area’s development. SDG was able to combine the mix of developed property, undeveloped land, and multiple property owners into a coordinated effort that would benefit all the local stakeholders.

Greene County Economic Adjustment Strategy
Facing severe economic decline with the loss of over 1,000 jobs in three years, the county sought help from SDG to assist the Greene County Board of Commissioners in the development of a five-year strategy to reposition the local economy. This action-oriented document details twelve projects that will strengthen industry, commerce, agriculture, and the local workforce. The plan resulted from a year-long development process that included community and targeted surveys, planning retreats, focus groups, and other community forums.

Town of Hamilton Downtown Revitalization Project
Hamilton is in northeastern Indiana and is a lake community of 1600 residents, many of whom are part-time. Hamilton’s challenge was how to bring vibrancy, new business and economic development to a growing lakefront community. SDG worked with a community steering committee and RATIO Architects to create the Hamilton Action Plan –a comprehensive plan to enhance the downtown streets and buildings and to initiate strategic plans for the community and economy. The strategic plans lay out immediate steps and long term projects for the community’s development.

Hendricks County Housing Needs Assessment
Working with a local community development corporation, SDG studied housing conditions in Hendricks County. SDG gathered demographic data; interviewed realtors, developers, and local elected officials; held public meetings; analyzed the housing market; and surveyed the general public. The final report highlighted strategies and existing resources available to meet the county needs.

Hoosier Energy - Orleans Annexation Plan
A local utility petitioned the Town of Orleans, Indiana for annexation into the corporate limits. Details of the project were complex and included existing sites and buildings as well as new development ground that would require the extension of public infrastructure and the extension of other public services. SDG researched and packaged the information which resulted in a clear annexation approval and resulting new opportunities for the town at large.

Hoosier Hills Vocational Education Strategy
SDG researched best practices, facilitated strategic planning retreats, interviewed educators, and developed Hoosier Hills’ plan to address vocational education needs in the area.

Indiana Department of Administration Reuse
Study on Central State Hospital

SDG completed a reuse study of Indianapolis’ Central State Hospital for the Indiana Department of Administration (IDOA). We tested various development ideas in the marketplace, discovering that there was no clear market demand for the site as it currently existed. SDG helped state officials devise a plan to make the land more saleable while waiting for market demand to reach that corner of Indianapolis. A "reality check" helped save the state, city and neighborhood the loss of a valuable asset through piecemeal redevelopment.

Indiana Department of Commerce Regional Plans
In the fall of 2004, SDG contributed to a statewide planning effort directed by the Indiana Economic Development Council (IEDC) and the Indiana Department of Commerce (IDOC). In addition to assisting with the state plan, SDG conducted research and facilitated economic development plans for IDOC Regions 9, 10, 11 and 12.

Indiana Economic Development Council -
Reduction in Tobacco Production and Adjustments

SDG evaluated potential negative impacts that would result from numerous changes relating to tobacco production. Direct impacts of lost wages and revenues were calculated along with the impact of lost wage spending. Impacts were assessed for various business sectors, institutions, and tax revenues.

Indiana Glass Plant Closing
SDG is engaged in a project to assess and quantify the economic impact of this loss of manufacturing operations and more than 200 direct jobs. We are investigating some of the social and community impacts as well. One portion of the project will be a detailed analysis of the impact on public revenues.

Indiana Hazardous Waste Facility Site Approval Authority
SDG prepared and presented a socio-economic evaluation of a hazardous waste landfill expansion application for a certificate of environmental compatibility. The evaluation, which involved analysis of the expansion's effect on housing values, local, state and regional economies, and public perception of risk, was presented during public hearings.

Indiana Main Street Communities
In this benchmark study, SDG assessed the needs of 163 Indiana downtown revitalization efforts. Results of this study will enable the IDOC to measure progress on different fronts as Indiana communities reinvigorate their downtowns.

INTR Grants
In 2005, SDG helped the City of Bloomington and the City of Kokomo apply for an Improving Neighborhoods Through Revitalization (INTR) grant from the state’s Indiana Housing & Community Development Authority. This new program is intended to turn empty or neglected lots into affordable housing. A team of SDG professionals working with City staff members approached the project from several different directions simultaneously to complete the work. The project was completed on time and the housing development funds were awarded a few months afterwards.

Jackson County Local Planning Council
SDG worked with a range of stakeholders, including the Jackson County Office of Family and Children, to develop the welfare-to-work plan for Jackson County’s Local Planning Council. The result was a comprehensive, county-wide program for at-risk children. Dozens of counties sought funding to implement their plans; Jackson County was one of a handful that received it.

Jay County Development Corporation
SDG facilitated a one-year community visioning and economic development planning process designed to draw input from all of the many communities within the county. The final plan listed projects to improve the county's overall quality of life, including retaining high school graduates, improving roads, increasing the stock of affordable housing and retaining existing companies.

Johnson County Childcare Provider Survey
In 1996, SDG worked with the Partnership for a Healthier Johnson County through the United Way of Johnson County to gather and format survey data. The data included 38 categories from the Worksheet for Statistical Information Needed for the Daycare Committee.

K

Kokomo-Howard County Development Corporation
SDG reviewed community strengths and weaknesses, KHCDC’s current marketing materials, and allies’ marketing plans. We created a comprehensive marketing strategy for KHCDC, including a detailed schedule of activities. SDG also provided a list of companies in the target sectors for use in KHCDC’s recruitment efforts.

City of Kokomo Economic Development Strategy
In the face of a rapidly changing manufacturing economy, the City of Kokomo set out to create a new and comprehensive direction for community growth. SDG facilitated and guided the process which helped local citizens express their views and aspirations then helped local leaders establish priorities. The resulting plan was a comprehensive and cohesive document that addressed a wide variety of both economic and community development needs. It remains unique in the fact that it has helped mobilize many local organizations now working on separate projects to attain common goals. Since its inception, it has become a major force in bringing one of Indiana’s largest and most diverse cities together in taking incremental and deliberate steps toward an organized, sustainable and prosperous future.

Lawrence County Visioning Process
SDG conducted a needs assessment and community visioning process initiated by the Lawrence County Community Foundation and United Way of Lawrence County. It consisted of a broad assessment of community needs, the creation of a shared vision for the county’s future and the development of action plans for meeting identified needs. One particularly successful element of the project was a one-day planning symposium attended by community leaders.

Madison/Grant WIB- Independent Staff
SDG served as the independent staff of this WIB. In this capacity, SDG assisted in the successful application for a Navigator Grant with the East Central WIB.

Madison County WIB Transition Technical Assistance
SDG provided technical assistance under contract with IDWD for assisting Madison County as it sought membership in a new workforce investment board.

Madison/Grant and East Central WIBs Workforce Region 6 Strategic Plan SDG worked with representatives from both WIBs in the development a five-year strategy. SDG’s work included data gathering, analysis, and facilitation of planning sessions, the development of a PowerPoint presentation and a written strategic planning document.

Mayoral Planning Programs
SDG has held several planning retreats for the Mayors’ staffs and other key city personnel in reorganization programs in Bloomington, Jeffersonville and Greencastle.

Monroe County Community Prevention Coalition
During its last six months in operation under the multi-year grant that started the Coalition, MCCPC found itself without a director. SDG stepped in to coordinate grant close-out activities, supervise staff, facilitate task force meetings, and write final grant reports.

Monroe County Head Start & Step Ahead
Child Care Challenge Project

SDG facilitated a community-based planning project for the provision of child care in Monroe County. Through a year-long collaborative effort between Head Start and Step Ahead, a community-wide assessment and plan was devised. Implementation of the project was funded through the Family and Social Services Administration. The project was chosen as a model for community-based planning by the Administration for Children and Families and was presented at the 1997 Midwestern Hub Regional Conference.

Monroe County Head Start Grants
Under tough time constraints, SDG worked with the director of Monroe County Head Start to complete three grant applications. One was for expansion to full-day, full-year care slots, another for expansion to serve new populations, and a third to bring Early Head Start to Monroe County.

Monroe County Step Ahead Council, Inc.
SDG was the local coordinator for this council, which acts in partnership with state and local government to administer several funding streams in Monroe County and to coordinate service planning for children and families. The Local Planning & Coordinating Council (LPCC) of Monroe County First Steps is a committee of Step Ahead and was coordinated by SDG as well. Among other duties, we wrote at least four grants per year for Step Ahead.

Morgan County
SDG led a group of civic leaders through the process of organizing a local economic development entity. In addition to extensive primary research, we also developed a benefits-based communication plan to assist with the various public meetings and organizations that would be involved.

Muncie WIB (Workforce Investment Board)
SDG was selected to help this seven-county region address a variety of workforce-related issues. An extensive schedule of local focus and discussion sessions led to a system of localized strategies for individual communities and combined the forces of many organizations already at work on the problems.

Northeast Indiana WIB Strategic Plan
SDG facilitated discussion sessions, conducted research and developed a written strategy.

North Vernon
Like many small towns, North Vernon, Indiana has a mix of social service organizations scattered throughout the community. SDG helped formulate a plan that would eventually lead to a new multi-purpose, multi-tenant facility serving the needs of a broad cross-section of the local citizenry.

O

Oakland College (CA)
SDG evaluated several existing and planned aspects of this California institution. As part of its strategic planning and development activities, SDG determined the college's economic impact on the communities it serves as well as how changes in their regional campus mix would cause change among other businesses and institutions.

Ohio River Valley Farm Marketing Conference
In its role as administrative and marketing staff for the Southern Indiana Rural Development Project, SDG organized the Ohio River Valley Farm Marketing Conference, the region’s first marketing-focused agricultural conference. SDG helped secure funding for the event and led an unprecedented planning effort involving over a dozen organizations from Indiana, Kentucky and Ohio.

Owen County Learning Network
In this project, SDG worked with board members from the Owen County Community Foundation, superintendents of each of the school districts serving the county, and other stakeholders. SDG played several roles, including: assessing the county’s educational needs; developing a plan for the Owen County Learning Network, including programs for school preparation, K-12 school success, and lifelong learning; obtaining public input, such as through public meetings and surveys that were distributed to workers at local churches and the county fair; and writing a successful $3.1 million grant to the Lilly Endowment to fund start-up of the network.

Downtown Peru Revitalization Study
SDG and the Schneider Corp. did field work assessing downtown infrastructure and photographing key areas; reviewed existing studies such as the Ball State Charrette Study; gathered information about local spending patterns; held a public kick-off meeting to allow the community the opportunity to be involved in the information gathering process; and held a business owners’ meeting to incorporate comments and concerns of interested business owners. The final master plan proposed general infrastructure improvements for upgrading the downtown aesthetic appearance as well recommendations on how to develop downtown Peru’s economy. It presented a plan for the next five years in areas such as marketing, recruiting new businesses and tourism.

Planning for Wraparound Social Services
SDG helped steering committees in Brown, Lawrence, and Jackson Counties begin creating a wraparound system—a coordinated process by which schools, social service agencies, the courts, and others work together to better meet the needs of children and families. After start-up, the integrated system will help each county contain costs at the same time that families are better served. SDG has also provided planning services to Monroe County Wrap-Around.

City of Rensselear Downtown Revitalization
Rensselaer is a city of about 6,000 in northwest Indiana. Although its downtown has a large stock of preserved buildings, it has been losing customers to a nearby strip of retail outlots. SDG and RATIO Architects worked with a hardy band of local volunteers on two main objectives:

Goal #1: Create an environment where existing and potential businesses recognize that the community is serious about supporting downtown.

Goal #2: Build a collection of the “power tools” needed to take on the consumer and business trends working against downtown.

Even before the project was completed local activist began implementing the action plan.

Ripley County Redevelopment Corporation
SDG worked with the Ripley County Economic Development Corporation to determine workforce needs and the county’s workforce profile, thereby allowing community leaders to ensure that workforce development issues are addressed both in the short and long term.

Riverboat Gaming in Indiana
The onset of riverboat gaming in Indiana created much interest in data-driven economic impact analysis. SDG’s contribution to the Southern Indiana effort provided community leaders and policy makers a wealth of information on which to base their plans and to develop public communications strategies.

Scott County Learning Center
SDG steered the planning process, which included creating a strategy and establishing the physical facility. The Center provides learning opportunities to residents of all ages, making post-secondary education and training opportunities available in the county for the first time.

Scottsburg Affordable Housing Study
SDG worked with Sieco, Inc. to conduct a feasibility study for affordable housing in the City of Scottsburg. SDG conducted a needs analysis by studying the existing housing stock, evaluating housing statistics concerning home sales, and making recommendations on the most appropriate and necessary level of housing stock for the community. Sieco, Inc. determined an appropriate site for construction and worked with SDG to evaluate the site and provide the necessary analysis and plan of action to proceed with the construction of affordable housing.

SDG Seminars (“It’s a Jungle Out There . . . “)
This one-hour presentation, customized for each audience, takes participants through an analysis of their organizations’ “Communications IQ”—how well they handle information flow (in and out) in matters of their identity, programs, and resources. Southern Indiana Rural Development Project, Inc. (SIRDP)
SDG has managed this 39-county organization for ten years and has led the 30 board members toward achieving their goal of improving the economy of rural Southern Indiana. SDG coordinates the activities of the SIRDP board and advisory board (100 members), along with nine task forces and five standing committees. SDG is responsible for preparing financial reports, keeping minutes of all meetings, communicating with the boards, managing all logistics, filing tax forms, fundraising (grant writing), and project development and implementation. SDG has brought in hundreds of thousands of dollars for SIRDP through grants from organizations such as Ameritech, the U.S. Department of Agriculture, Indiana Department of Commerce, and Indiana Housing Finance Authority, and the Lilly Endowment.

Southern Indiana Economic Development Council
Targeted Industry Analysis

SDG coordinated an analysis of the four-county region of Clark, Jefferson, Scott, and Harrison Counties. The activities involved ten task forces that all focused on determining the most comprehensive and holistic approach to industrial recruitment for this region.

State Incumbent Worker Training Research and Recommendations – IDWD
SDG surveyed employers statewide, held focus groups with employees and employers and facilitated planning sessions with each of the state’s incumbent worker councils. SDG analyzed the data from this research and prepared a set of recommendations to IDWD for creating a structured worker training strategy.

Stinesville Revitalization Plan
Stinesville is a community of 200 people in Monroe County. The revitalization plan focused on restoring a historic limestone façade, one of the few buildings on the town’s main street. The action plan also outlined steps for infrastructure and tourism promotion in the town.

Tennessee Association of Business Foundation
SDG conducted an analysis of the direct and indirect economic impact of a proposed statutory change to Tennessee corporate tax law that would result in double-weighting of the sales factor in the state's apportionment formula. SDG provided detailed calculations of projected changes in industrial output, payroll, new jobs, and state tax revenues.

U.S. 41 Growth Corridor New Business Recruitment Program
SDG created an industrial recruitment marketing plan for this seven-county region which utilized direct mail vehicles including a map card, calendar, 21 site-specific post cards, response mechanisms, a toll-free number, and other pieces. Following the creation of the plan, the organization requested that SDG implement the 18-month program. Several major business visits followed the implementation of the plan.

United Way of Johnson County
SDG helped the United Way office conduct a countywide needs assessment, including a scientifically valid phone survey of randomly selected residents. The highlight of the process was a daylong symposium where more than 100 local leaders helped set priorities for the future.

Urban Enterprise Zone Renewal and 5-year Plan
SDG assisted both Kokomo and Connersville in successfully renewing their zone designations and creating 5-year plans in 2004. These plans address a broad range of community issues including business development, housing, delivery of educational and social services, and capital planning in basic infrastructure and recreational assets.

Youth Services Bureau
SDG completed an organizational assessment of YSB during a sensitive transition period. Their executive director had been fired and their board of directors was dismissed by the county commissioners. SDG helped assess what organizational changes, including job descriptions, were needed to help the new staff and board.
